Local level benefit instrument: In Estonia, a local level benefit instrument that would regulate compensation to local municipalities and communities impacted by wind development is currently under development. In the case of onshore wind, according to the draft of the foreseen instrument (to be sent to the Parliament in early 2022) the beneficiaries of the regulation can be both local municipalities and people living in the vicinity of wind turbines. The compensation would be paid to the local government (50%) with the obligation to distribute the other half of the fee to persons living near the wind turbines. In the case of wind offshore, compensation will be paid to municipalities located less than 20km from planned wind park. In addition, fishing entrepreneurs having a fishing licence in the offshore wind park location would be eligible for compensation under the foreseen instrument.
