CAN Europe has responded to the European Commission’s consultations on the post-2030 national climate targets and flexibility, and the role of international credits.
Background
In early 2026, the EU officially adopted its 2040 climate target: a 90 per cent net emission reduction target (compared to 1990 levels), with includes max 5 per cent high-quality international credits. In the next months, the European Commission is expected to publish the policy proposals for the post-2030 framework to meet this target, including proposals on national climate targets and flexibility, and to regulate the possible use of international credits, both expected at the end of 2026.
Feeding into the Impact Assessments that will underlie these policy proposals, the European Commission opened two public consultations on the post-2030 climate policy framework. Each consultation is composed by a free-text “feedback to the call for evidence”, and a questionnaire. CAN Europe developed and submitted its responses, which can be download and read in full below:
