Recommendations to increase the climate ambition of the next EU budget

To make the proposed European Green Deal a reality, the EU must agree on an EU budget that supports climate neutrality and uses 40% of its funds to support climate action.

Member States when negotiating a compromise on the EU budget should agree:
• to spend a binding 40% of the MFF on climate action and update the funds’ specific legislations accordingly;
• to focus Cohesion Policy on sectoral decarbonisation and the Just Transition and thus increase the Thematic Concentration for the ‘green, low-carbon Europe’ (PO2) to 40%.
