Ahead of the Environment Council discussions on COP31, CAN Europe shares its recommendations for the Environment Council Conclusions on COP31. COP31 comes at a time of intensely difficult geopolitical circumstances for international climate cooperation.
The recommendations set out four priorities that we encourage Ministers to reflect in the Council Conclusions:
- Make the Belém–Antalya Mechanism a practical vehicle for delivering a just transition, including through finance, capacity building and meaningful participation of workers, civil society, Indigenous Peoples and affected communities;
- Turn the Global Stocktake’s call for a transition away from fossil fuels into a global implementation agenda, including through an EU roadmap for an equitable fossil-fuel phase-out;
- Ensure the second Global Stocktake strengthens accountability for implementation and equity, including by addressing implementation gaps and protecting meaningful participation and civic space; and
- Put climate finance at the centre of implementation, including through stronger political support for delivery of the NCQG and the Climate Finance Work Programme.
